Under 40 CFR 112 (SPCC Rule), facilities storing 1,320 gallons or more of oil in aboveground storage tanks (each container ≥ 55 gal) that present a reasonable expectation of discharge into navigable waters—such as the Tongue River and its tributary Goose Creek, which flows directly through Sheridan—must maintain a written SPCC Plan.
