Your questions answered about tank inspections in the Norman, OK area.
Under 40 CFR 112 (SPCC Rule), facilities storing 1,320 gallons or more of oil in ASTs (each container ≥ 55 gal) and with a reasonable expectation of discharge into navigable waters—such as the Canadian River, which runs directly through the Norman area—must maintain an SPCC Plan. This includes documented inspections of tanks, piping, valves, and containment systems to demonstrate ongoing release prevention.
Oklahoma is one of a small number of states with a fully independent, standalone AST technical program. Under OAC Title 165, Chapter 26 (OAC 165:26), administered by the Oklahoma Corporation Commission's Petroleum Storage Tank Division (PSTD), petroleum AST systems with an individual tank capacity of 2,100 gallons or more are subject to comprehensive design, installation, release prevention and detection, financial responsibility, and closure requirements. Registration must be approved and tank fees paid before a permit to dispense fuel is issued—no regulated storage tank system may be operated without a valid OCC permit. As of October 1, 2024, any individual who tests an AST system must hold an OCC Licensed Tester credential issued by PSTD, and installation must be performed by an OCC-licensed AST Installer who must be present on-site at all times. API 653 and NFPA 30/30A are incorporated standards under OAC 165:26, and PSTD conducts its own compliance inspections; formal tank integrity evaluations follow API 653 intervals as applicable. The federal SPCC Rule applies concurrently for facilities meeting federal thresholds.
Genesis Inspection Services helps Norman-area businesses throughout Cleveland County meet their full compliance obligations by providing certified API 653 inspections for field-erected tanks and STI SP001 inspections for shop-built tanks, along with the thorough documentation needed to satisfy both EPA SPCC regulations and Oklahoma state requirements under OAC 165:26.
