Your questions answered about tank inspections in the Cambridge, MA area.
Under 40 CFR 112 (SPCC Rule), facilities storing 1,320 gallons or more of oil in ASTs (each container ≥ 55 gal) and with a reasonable expectation of discharge into navigable waters—such as the Charles River, which borders Cambridge to the south—must maintain an SPCC Plan. This includes documented inspections of tanks, piping, valves, and containment systems to prevent releases that could reach the river or its tributaries.
Massachusetts maintains one of the most comprehensive standalone AST regulatory programs in the country. Under 502 CMR 5.00, adopted by the Office of the State Fire Marshal pursuant to M.G.L. c. 148, § 37, all ASTs greater than 10,000 gallons storing any fluid other than water require both a construction permit and a Use Permit issued by the State Fire Marshal, renewed every five years. Annual inspections are explicitly required under 502 CMR 5.05 as a condition of maintaining the Use Permit, conducted by a Qualified Tank Inspector—defined as a Massachusetts Registered Professional Engineer, an API 653 Inspector, an STI SP001 AST Certified Tank Inspector, an SP9000/SP9100 FRPI Inspector, an ASME Pressure Vessel Inspector, or an Alternative Qualified Inspector approved by the Marshal—following a Marshal-approved standard such as STI SP001 or API 653. ASTs at or below 10,000 gallons fall outside 502 CMR 5.00 and are governed by the federal SPCC Rule.
Genesis Inspection Services helps Cambridge-area businesses operating aboveground storage tanks throughout Middlesex County by delivering certified API 653 and STI SP001 inspections and the thorough documentation needed to support compliance with EPA SPCC regulations and Massachusetts state requirements under 502 CMR 5.00.
