Under 40 CFR 112 (SPCC Rule), facilities with an aggregate capacity of 1,320 gallons or more of oil in ASTs of 55 gallons or larger — and with a reasonable potential to discharge into navigable waters — must maintain a certified SPCC Plan, including documented tank inspections.
In Georgia, ASTs fall under the jurisdiction of the State Fire Marshal and are further regulated by the EPA when surface water (e.g. Oconee River, Middle Oconee) could be impacted.
