Your questions answered about tank inspections in the Colorado Springs, CO area.
Under 40 CFR 112 (SPCC Rule), facilities in Colorado Springs that store 1,320 gallons or more of oil in aboveground storage tanks (each container ≥ 55 gal) and pose a reasonable expectation of discharge into navigable waters—such as Fountain Creek, a tributary of the Arkansas River flowing through the heart of the city—must maintain a written SPCC Plan. That plan must include documented inspections of tanks, piping, valves, and secondary containment systems to demonstrate ongoing operational integrity.
Under Colorado's 7 CCR 1101-14, Article 3, administered by the Colorado Department of Labor and Employment, Division of Oil and Public Safety (OPS), petroleum ASTs between 660 and 39,999 gallons are subject to a dedicated state technical program covering design, construction, installation, operation, release detection, and closure. All regulated ASTs must be registered with OPS within 30 days of being placed into service, with a $35 annual registration fee per tank. State regulations require monthly visual inspections of ASTs, secondary containment tanks, and associated piping to detect leakage—obligations that can be satisfied by completing the monthly, annual, and periodic inspections required under STI SP001. AST installers must be certified by the OPS Director effective January 1, 2027, and OPS conducts field inspections of regulated facilities. STI SP001 (shop-built tanks) and API 653 (field-erected tanks) are accepted compliance pathways for required periodic inspections. Additionally, the Colorado Springs Fire Department requires a fuel tank permit for any aboveground tank over 60 gallons storing flammable or combustible liquids, administered through CSFD's annual hazardous materials program.
Genesis Inspection Services helps Colorado Springs businesses and facilities throughout El Paso County maintain full compliance with EPA SPCC regulations and Colorado state requirements under 7 CCR 1101-14. Our certified inspectors perform API 653 and STI SP001 inspections, prepare the documentation OPS and EPA expect, and guide clients through registration, monthly inspection protocols, and SPCC Plan support—so operations stay protected and in good standing.
